Mr. Hilton, the off-roader who attacked the Center for Biological Diversity in an April 21 letter, is totally wrong.
The center was never invited by the Bureau of Land Management in Carson City to fully participate in the Sand Mountain process. In fact, we were told by BLM we could only comment, but not have a full seat at the table because we were not a "local" group, even though we have local members. Meanwhile, California-based off-road groups were dominating the process. Hardly fair.
The conservation community wants true mulitple-use balanced management at Sand Mountain, yet the off-road lobby wants it all for "wreckreation."
Endangered Species Act protection for the Sand Mountain blue butterfly will bring needed additional resources and focus to ensure the survival and recovery of this unique part of Nevada's natural heritage.

I wish they would just be honest and admit they didnt come to the meeting due to high gas prices for their Hummers.

| SOUNDS LIKE TIME FOR THE REFREE TO BLOW THE WHISTLE AND HAVE A MEETING WITH ALL PARTYS INVOLVED. INCLUDING THE PIAUTES WHO DON'T WANT TO SHARE THERE THOUGHTS WITH THE PUBLIC. |

One thing to note, I was never invited by BLM to participate. FOSM received a public anouncement by the LVEA to attend a meeting in Fallon to work on a conservation plan. I quess I need to be upset also because I did not get a personal invitation to go to a BLM meeting in Carson City. Please note that other enviro groups were present at the start of the meetings and it was stated by the Sierra Club lost interest in attending the meetings when they resalized that the entire Butterfly area was not to be closed.

LVEA is NOT the BLM. BLM and USFWS were part of the meetings, but it was not their meeting.

| From what I've read the BLM still has no idea how many Kearny buckwheat plants exist at Sand Mountain, nor how many Sand Mountain blue butterflies exist there, nor has there been any investigation about whether or not the Winnemucca blue butterfly is related to it, or the same species living in a different location, or a completely different species. And after a written suggestion, the BLM indicated it is planting additional Kearny buckwheat plants at Sand Mountain. That is a bit of common sense. And the nefarious Daniel Patterson of the equally nefarious CBD is the very same who has been issued federal citations totaling well over $1,000 for driving and parking his vehicle in restricted places in a southern California dune area. |

The butterfly at Winnemucca is the Ricie blue. VERY close cousin to the Sand Mountain blue.
You are correct about BLM, Kearney Buckwheat and the Sand Mountain blue. No one has ANY idea how many plants or butterflies are there. There is just a "theory" that the buckwheat habitat has been degraded and the reason for this is OHVs. Unfortunately, the Endangered Species Act favors environmentalists and the BLM is too chicken to stand up to them.
BLM has not agreed to plant any Kearney Buckwheat. All that has been done is collect seeds and send them to England to learn how to grow them. I doubt there will ever be a program to plant Kearney Buckwheat at Sand Mountain. It just makes too much sense to actually create habitat for the butterfly to ensure its' survival, regardless of whether its' population is in decline or not. The greenies won't acutally back efforts to ehlp the butterfly through human intervention. They are just concerned with closing down access to off road vehicles.

One of the items in the conservation plan is to plant buckwheat when the report comes back showing it is a fesible endeavor.

| Interesting that the seeds collected by BLM are being or have been sent to England. The Brits are going to tell us how to grow Kearny buckwheat? Wonder what kind of environment/habitat they'll come up with? Does anyone seriously think the Brits will be able to reasonably duplicate the Sand Mountain Kearny buckwheat habitat? This scenario is outrageous. And should the Brits somehow be successful in that endeavor, the anti-access crowd will no doubt bring up the fact that the plant wasn't grown in any sort of natural condition. Why doesn't some BLM employee plant the seeds in the ground at the office in Carson City? Good grief, that'd be too simple! |

| P.S. I thought there had been a newspaper article some months ago in which it was mentioned that BLM was going to plant some Kearney buckwheat. |
